Govt. of India Post-Matric Scholarships for SC students 2024-25 – Eligibility, Application Process
The Department of Social Justice & Empowerment, Ministry of Social Justice & Empowerment, Govt. of India has opened applications for the Post-Matric Scholarship Scheme for the academic year 2024-25 for Scheduled Caste students keen to pursue higher studies in India after Class 10. The number of scholarships at a particular institution is dependent on the course and the number of seats that are recognized/authorized by the official authority. The awardees are selected by the State Government/Union Territory to which the applicant actually belongs (as per the norms of domicile of the State/UT).
At the outset, it is important to note that only educational institutions/colleges having the AISHE (All India Survey on Higher Education)/UDISE (Unified District Information System for Education) Code are eligible for the scholarship scheme. Based on the AISHE/UDISE Code of the institution, relevant details, such as its affiliation, accreditation, courses, etc will be automatically taken from the AISHE/UDISE server onto the scholarship portal. Also, the scholarship benefits will be linked with an Aadhaar-based attendance system. Hence, the college/institution must maintain Aadhaar-based attendance daily and submit attendance details on the portal.
Post-Matric Scholarships
Features
The post-matric scholarship
will be provided for the entire course of the academic year and can be renewed
during the next academic year of the same course and in the same institute, by
producing a certificate that you have scored at least 50% marks in the previous
year's exam.
The post-matric
scholarship will cover the compulsory non-refundable fees, including the
tuition fees, and an academic allowance ranging from Rs.2,500/- to Rs.13,500/-
per annum (refer to the Table provided later in this article). A 10% extra
allowance will also be awarded to Divyang students (especially disabled
students).
There is no reimbursement through the scholarship scheme for those students who get a seat through a management quota or an NRI quota or a spot admission or any other kind of arbitrary process without following the merit criteria as per the norms of the State Govt./UT. Also, a student who is awarded this scholarship is not allowed to avail of any other scholarship or receive a stipend.
Scholarship Components
In addition to the
compulsory, non-refundable fees, including tuition fees, as fixed by the
Fee Fixation/Rationalization Committee of the State Govt, the academic
allowance is as indicated in the Table below (image sourced from the official

Freeship Card
The student is required
to register for a <b>Post-Matric Scholarship Freeship Card</b> at
the scholarship website of the State/UT to which the student belongs (domiciled
resident). The Freeship Card will enable the student to get admission to the
college/university/vocational or other recognized institute without pre-payment
of tuition fees and hostel fees as per the guidelines of the Post-Matric
Scholarship Scheme.
It is therefore
imperative to register for the Freeship Card <u>before</u> getting
admission. However, for the purpose of registration for the Freeship Card, the
portal will be accessible throughout the year. For the registration process,
the following are required- Aadhaar number, and the name of the course in which the
student will take admission. It is also mandatory to give an undertaking that
the student will pay the college/university's charges within 7 working days
from the date of receipt of the scholarship amount in her/his bank account.
The Freeship card is valid for one year from the date of issue of the card.

Group 1:
Degree and Post
Graduate level Professional Courses

Medicine, Engineering, Technology, Planning, Architecture, Design, Fashion
Technology, Agriculture, Veterinary & Allied Sciences,
Management, Business Finance/Administration, Computer Science/Applications.

Post
Graduate Diploma courses in various branches of Management &
Medicine

C.A./I.C.W.A./C.S./I.C.F.A. etc.

M.Phil., Ph.D. and

Post-Doctoral Programs (D.Lit.,

Group 2:
Other Professional
Courses leading to Degree, Diploma, Certificate
This includes all professional courses leading to a Degree, M.Ed./M.Pharma., Diploma, Certificate courses in areas like Pharmacy (B Pharm.), Nursing (B.Nursing), BFS, other para-medical branches like rehabilitation, diagnostics etc., Mass Communication, Hotel Management & Catering,Travel/Tourism/Hospitality Management, Interior Decoration, Nutrition& Dietetics, Commercial Art, Financial Services (e.g. banking, insurance, etc.) for which the entrance qualification is minimum Sr. Secondary (10+2) and Vocational stream, ITI courses and Polytechnic courses where the entrance qualification is Class XII or above.
Group 3:
Graduate and Post
Graduate Courses
The courses not covered under the previous Groups, such as B.A/B.Sc./B.Com. etc. and M.A./M. Sc./M.Com., etc.
Group 4:
All post-matriculation (Post Class X level) Non-Degree Courses
This includes
all post-matriculation level non-degree courses for which the entrance qualification is
High School (Class X), such as the Senior Secondary Certificate (Class XI
and XII); both general and vocational stream, ITI courses, 3-year
diploma courses in Polytechnics, etc.
Additional notes
1.
An SC student who is pursuing
her/his education through a correspondence course (including a distance and
continuous education course) or an online course in a Central University or a
State University is also eligible to apply for the scholarship. In this case,
though, the scholarship will cover the non-refundable fees, but no academic
allowance will be paid.
2.
A student who switches a stream or a
subject is not eligible for the scholarship. Let’s say the student has
completed an undergraduate course in the Science stream and wishes to switch to
the Arts stream to pursue a B.A. program or a student who has completed M.A. in
History and then wishes to pursue an M.A. in Psychology – these students will
not be eligible for the scholarship.
Eligibility Requirements
The applicant must
belong to the Scheduled Caste category as specified in relation to the
State/Union Territory to which the student actually belongs/domiciled as
determined by the State/UT. Other eligibility criteria are-

Nationality: Only Indian nationals
can apply for the scholarship.

Age criterion: The age criterion for
the course will be as per the norms of the educational institution where
admission is taken.

Family income: The annual income of
parents/guardians from all sources should not exceed Rs. 2,50,000/- during the
last financial year. The student must produce the income certificate that is
issued by the competent authority as decided by the State Government, and is
required to be taken just once, that is, at the time of admission only to
courses that are continuing for more than one year.

Educational Qualification: The
student should have passed the Matriculation or Higher Secondary or any higher
exam of a recognized University or Board of Secondary Education.
Application
Procedure
Students should apply on
the official website of their respective States/UT once they get admission to
the course. The student must have a valid mobile number,
email ID, Aadhaar number (UID), an Aadhaar-linked bank account, the family’s
income certificate, and the Caste certificate.
